The Philippines has deployed a blockchain-based transparency solution for its Department of Public Works and Highways following mass protests over alleged corruption in infrastructure projects. Integrity Chain, developed by BayaniChain, records contracts and milestones as Immutable digital assets verified by civic groups.
The initiative responds to public outcry after 130,000 demonstrators demanded accountability for $33 billion in suspected misallocated funds. BayaniChain CEO Paul Soliman describes the system as transforming government records into "digital public assets" with cryptographic verification.
Planned expansion could eventually safeguard the nation's entire $98 billion annual budget. The project represents a fundamental shift toward measurable, permanent accountability in public spending—rebuilding trust through cryptography rather than promises.
